This was a totally exasperating problem for me also, for quite some time and the help pages are TOTALLY CUMBERSOME and leave out critical details. It took me hours of experimentation to get it right. Anyway, here's my version:
After installing protowall (either version), now restart Windows in Safe Mode With Networking.
Go into the Network Connections and do Properties on the Local Area Connection that you’re using for internet. TOTALLY REMOVE the Protowall Service. Now ADD Service, Protowall again, with the following IMPORTANT NOTE:
DO NOT allow Protowall to be added by Windows automatically! Use the Have Disk button and MANUALLY BROWSE to Protowall.sys in the Program Files\Dudez folder.
IMPORTANT: Since this is not officially endorsed by Microsoft, the driver signing prompt will come up SEVERAL TIMES. Do not be discouraged, just keep pressing CONTINUE ANYWAY, like 7 times.
If you follow these instructions, Protowall will then ACTUALLY START. The first time it comes up, you have to use the little pulldown to select the Ethernet Card you’re using for your internet connection and then you’re set indefinitely.
Once this has been done that specific Windows configuration will never have to be tweaked again HOWEVER, any changes to Network Hardware will cause Protowall to CRASH. If this happens simply uninstall and reinstall Protowall again. You won’t need to do the safe mode trip again, but the 7 driver signing warnings will still come up.

Thanks for this post it seems to have worked, and I didn't even need to restart in safe mode.
