I discovered that I had to comment out red.clientapps.yahoo.com in order to access the filters in Yahoo Mail. Is there a particular reason why this URL is blocked?

Yes, it's related to Red Sherrif tracking crap. It's a Java applet. You could always try to leave it disabled in the HOSTS file and block Java applets. Maybe your filters will be able to work even if the applet is not loaded. Or you could put the site in the restricted internet zone.
