It's still effective blocking it in both spots, because some users might use the HOSTS file, and not the ads/spyware blocklists, or even vice versa.
That, and when it's in the HOSTS file, it won't slow down webpage blocking incase you happen to surf on into this site (or another webpage has an image link, hosted by the problematic webpage).
